BCSEA’s three recommendations for Budget 2027 are:

    1. Maintain or enhance funding for CleanBC and the Roadmap to 2030.
    2. Shift spending on economic and industrial development away from fossil fuels and to renewable energy.
    3. Shift spending on transportation away from fossil fuel based modes and to clean and active transportation.

  1. Funding for the CleanBC climate action plan and the Roadmap to 2030.
  • BCSEA strongly supports the government’s reasserted commitment to achieve BC’s legislated GHG reduction targets.
  • The government’s recent Climate Change Accountability Reports confirm that increased efforts are needed.
  • CleanBC and the Roadmap should be adequately funded, both for their planning and convening functions, and for incentives and pilot projects.
  • Funding for planning should be adequate to engage stakeholders in all sectors and develop credible decarbonization pathway scenarios.
  • Incentive levels should reflect the magnitude of effort needed to achieve province-wide reductions.
  • For example, the heat pump and energy coach incentives, should be ramped up to levels that will optimally reduce the total emissions from BC’s buildings.
  • Incentives should be sufficient so that all-electric space heating heat pumps will not be out-competed by incented dual-fuel gas-electric systems in places where all-electric systems are effective.

  1. Shift spending on economic and industrial development away from fossil fuels and to renewable energy.
  • Spend no tax dollars on fossil fuel projects or fossil fuel exports.
  • Invest in electrifying BC’s energy infrastructure.
  • Investments in job training support should focus on green jobs: EV servicing, green building construction, sustainable forestry practices.

  1. Shift transportation spending away from fossil fuel based modes and to clean and active transportation.
  • Do not fund highway expansions and general purpose urban traffic lanes.
  • Increase support for public transit.
  • Continue support for electrifying public transit.
  • Continue support for electrifying industrial transportation, such as in mining operations.
  • Support active transportation networks.
