Rachel Beckley is a purpose-driven sustainability and external affairs professional, currently serving as Manager of Government Relations & ESG at HTEC, a Vancouver-based clean hydrogen infrastructure company. She works at the intersection of climate action, ESG leadership, equity, and public policy to advance transportation decarbonization.

At HTEC, Rachel leads regulatory strategy, Indigenous engagement, and ESG programs, including annual GHG inventories and investor reporting. She has helped secure significant public funding to scale clean fuels and represents the company in policy consultations and working groups shaping BC’s low-carbon future.

Rachel holds executive and graduate certifications in ESG and climate policy and brings a strong understanding of BC’s clean economy landscape and inclusive economic development. She is passionate about supporting others navigating non-traditional pathways into the climate sector.
